My disk health is 69%. I am following the instructions titled "The disk health is low. What should I do to fix the problem?" I receive "Unable to lock disk- Disk C: Error: 32" whenever I attempt to run the Disk -> Surface Test (READ) option. What can I do to correct the issue? There are no programs running other than HDSentinel.

Disk C: (the system disk) cannot be locked by Hard Disk Sentinel for exclusive use due to the running operating system, swapfile, registry and many other system files located on that partition. In this case just click on Continue / Ignore to run the test without locking it.
The best would be to install the hard disk as a secondary drive to an other system and then you can run the test with locking the drive first.

I was concerned to "Continue" as it was "Not recommended". I will continue the test and see what is going on.

Yes of course: "Not recommended" because it is much better to allow the software to lock the drive and test it that way, as I wrote previously
That is the recommended method for testing because that way the software may make more accurate testing and reporting because no other software (or the OS) can cause disk access during the test. This result in a more accurate transfer rate display so the slowly accessible areas (darker green fields on the surface map) are displayed properly. Please refer to the Help -> Disk tests -> Surface tests area for more information.
However, if you need to diagnose the disk in the current system, the drive can't be locked and you need to use Continue to perform the read test.
