I have HDS installed on all machines in our company but some machines doesn't have the Hard Disk Sentinel Service
I need to install the service for those who don't have the service silently using a command to take a bulk action on all machines
can any one help?

Hard Disk Sentinel Service is not required to be installed.
Hard Disk Sentinel after installed can operate in (the default) application mode, when all functions/features/tests/options/reports etc. available for the user (with admin user rights).
On the Configuration -> Integration page, there is an option to "Use as service".
This switches Hard Disk Sentinel to service mode (generally this installs the service) and then Hard Disk Sentinel will run in the background.
This option may be useful for systems with no user at all - or if the user has limited user rights and the admin
- wants to check/monitor the status remotely
- configured e-mail alerts or so before switching to this service mode.

I do not really understand what you mean, there is absolutely no way to "using a command to take a bulk action on all machines", the service is absolutely not designed for that...
