Can we restore hard disk health 0% to 100%?

I'm afraid Hard Disk Sentinel (or any other software) can't help in restoring 0% hard disk health to 100%. When hard disk drives report 0% health, it means that the error-level threshold is already reached, the drive is considered to be failing.
Restoring the health to 100% would not change the failing component at all, so regardless of that value, the drive will fail (or "just" data loss will likely happen).

Hard Disk Sentinel has function to correct the error counters by using the "Offset" function. But the software in general and this offset function designed for the current user: to (after diagnosing the hard disk, after revealing and stabilizing, repairing problems) acknowledge the reported status, correct the error counter(s) of the hard disk drive to prevent displaying issues related to the past and be notified about possible new problems only. This is possible only when the health is 1% or higher, but not possible when the error-level threshold (0% health) already reached for the hard disk drive / SSD.

Of course it is not possible (by any software) to completely, permanently clear / reset the error counters and show failing hard disks as perfect or to show older hard disks as brand new. The configured corrected values recorded in the current installation of the software, so when the hard disk drive moved to new system (where the offsets not configured) then the original status is displayed.

Many of such problems (for example communication problems, spin up problems, weak/pending sectors etc.) may be related to the operating environment: cables, connections, power supply and so. These can be cleared - to confirm that the status is fixed and we want to focus on possible new problems only.
